GTX 680 FTW+ LE Stuttering

I just finished installing 2 GTX 680 FTW+ LE in SLI and I am experiencing image stuttering in Games and Benchmarks.
 
What I do notice is that during a benchmark the Primary Card Core Clock constantly alternates between 1005 Mhz and 324 Mhz every few seconds. The Memory frequency drops from 1502 down to 162 at the same time. The stuttering happens when the frequencies drop. The second card's frequencies are stable. This leads me to believe that I have a defective card. I am also running the latest Beta driver.
 
Is there a way to make the second card the master (not physically changing anything in the machine) and connect my monitor to it so that I can isolate the problem?

    This has now become an intermittent issue. The downclocking had stopped after my computer was running for a while. I had to do a reboot and ran Furmark just to check and sure enough the card started downclocking again. After a few minutes the problem went away.
     
    I also noticed that when the card downclocks I can hear something like a faint high frequency electrical noise coming from the card. Not sure if it's coming from the VRM's or what but my secondary card does not make this noise.

    i have the same problem on my second 680 FTW card running sli, i hear this weird frequency noise?!?!? it down clocks itself for no reason and i ahve it water cooled !! man looks like an RMW !! i hate to drained my system and wait for the card oh boy!
