I don't use tracker as I have had ppd issues with it on my rigs so I use the console client for the cpu's and the systray clients for the gpu's.
I would suggest just running stand alone clients on both.

fah gpu tracker should work just fine, i used it on several computers, and several of my mates use it too :)..

OK, I'm pretty sure its just nvidia drivers being worthless, the clock speeds won't change no matter what (I've restarted several times).

try a clean install of the most recent drivers if you haven't already

OK I did a re-install of the drivers now its working
GPU PPD: 14,500
but now the SMP client doesn't work I'm using the GPU client not the tracker but using the Tracker's SMP client it acts like its working (uses 100% of CPU but doesn't actually get anything done) I left it for 30 minutes or so and it didn't change at all (stuck at 70%). The joys of folding

try using same client for both, maybe just the gpu tracker i gave u .. should handle both just fiine,, about ur cpu, a WU can take hours to complete.. depends on how big it is.. but just leave it there if it uses 100% of cpu :)..

Try running the console client for the cpu and the systray for the gpu. I ran tracker once and my smp was working 100% but my ppd was down to about 300. I turned tracker off and installed the console and it went back up to normal. Didn't have an issue from that point on.
Also set your priorities and see what that does. The tracker isn't the best option for everyone and it might not be for you.

that 'downclocking' on the GPU is a known driver issue. It can happen when exiting games, tracker or even the console clients.
instead of re-starting your computer, you can just go into Device manager-Display Adapters-select your graphics card, select disable drivers.
Wait for the screen to flash and then go back in and re-enable the drivers.
This should re-set the card and enable you to use Precision/Afterburner to re-apply your overclock settings.
bloody annoying, but that's nVidia drivers for you
