questions about APC Smart UPS 2200va, need info....

hello fellow evga forum members, i have a few questions to ask about the apc smart ups 2200va "or any APC ups"
actually, i haven't used any UPSupplies except an old belkin 900va UPS, which is quite old and i lost it a long time ago, i'm thinking about getting an APC UPS "in this case, a Smart UPS 2200va" to operate my dedicated server "dell xps 8300, 350w" and my rig "hx1050 with a benq xl2720z so about 1085w max", so 1360w or more would be enough, the question is wether i can operate the ups on a 120v socket and/or 230v, there are 2 variations of SMT2200, the 230v version and the 120v version, so let's say i got the 230v version, could i use it without any problems? i know that if one uses an old PSU and switches it on a higher voltage than the socket, the thing won't operate, is the UPS the same?
the thing is i will be moving the next 5-7 months, the sockets in the new apartment are 230v, i will NOT use a step-down transformer since it generates alot of unwanted noise, so would the thing operate well in 120v and 230v?
i couldn't live any longer without operating both of the rig and the server, 18-20 blackouts a month, i think i discovered a new type of phobia, the fear of power outages, electro-phobia? i think psychiatrists will call it something close to hippoelephantusphobia "as they always do", although i'm pretty sure it exists.

    forgot to clarify that my current apartment only has 120v sockets "except for a small storage room, who the hell would use 230v in there?" so if the 230v version doesn't work with 120v, i'll have to get a long enough power strip or extension cable "definitely not a ghetto cable" and route it to the computer room, and hope for the best....

    I have the APC SmartUPS 2200va in rack form (SUA2200RM2U) at work.  You can use the 120v unit, but you will need a NEMA 5-20 "T Slot" plug - like it says, its good for 20 Amps.  The regular plug (NEMA 5-15s) isn't sufficient, and no, you cant just swap out the plugs, lest you melt the wires in the wall.  I had to get an electrician to run a new circuit for my UPSes.
     
    The small storage room could possibly be an alternative laundry room - I know that electric dryers use a 220v 3 or 4 prong plug.  I think that will be more problematic and would recommend against the 230v UPS.

    I ended up buying an older but quite common ups, which is the SUA2200va "euro version", the version I got works with 240-230-220, I confirmed that by testing the display model in the HW store, and it works reliably with medium-high loads, I called an old friend of mine, he has good knowledge and experience using powersockets and powerlines, he managed to upgrade a 110v socket I had to 220v using the apartments' electrical box, some sockets have three modes "230,220,125" which are the north american style, and one europe style plug just next to my office "used to be 110v by default, he upped it to 220v" and it works like a charm, except for ground, we'll have to figure out this later, and the 230v socket in the storage room, it is not even connected to the powerbox, who designed the power "socketry"* in this aparment is a friggin' genius , almost including all kinds of sockets from around the globe.

    The model I bought is the SUA2200I, works well, I just noticed that my hx1050 Is emitting a faint electrical buzzing "not coil whining, the tone doesn't change" only noticable from behind the computer, no thing is audible from the front, even with fans turned all the way down, some say it is normal, my PSU didn't emit the noise when I used to operate it from the  110v wall socket, I just can't RMA my hx1050, is it failing?

    the buzzing "definitely not a coil whine, mouse moves around in crysis 3 ultra settings and many other games without any tone changes" it is not a high pitched tone, it is something you hear when you listen to a high voltage transformer, i discovered that if i plug it in the 220v socket it starts the faint transformer-like buzzing "infact a PSU usually contains a relatively small transformer", but when i plug it back into one of the 110v sockets it stops emitting the transformer buzzing sound, it is not my ups that causes the concern, so it seems to be natural, i've been thinking to plug in my dedicated server "xps 8300" to test the theory, while corsair clearly states that the power supply is compatible with voltages in the 100-240v range "otherwise it will blowup and completely destroy the rig", so yeah, it is not audible in any way during normal use, i can only hear it approx. 5-8 centimeters away from the psu from behind the case, i can't hear anything from the front of the machine, even with both cards' fans on 30% "lowest" and the processor fan potentiometer to the lowest possible speed, i can hear the transformer-like buzzing ultra-faintly when i stick my ear into the honeycomb filter while turned off at 220v, and i can hear absolutely nothing even on maximum load "prime 95, etc" while running on 110v "except for the PSU fan kicking in", so is that in any way natural? is it possible that having absolutely no grounding in the building causes this ?"the honorable mention of the aparment's electrican in an older post in this thread" so i did some ghetto grounding, drilled a 5mm thick hole into the ceramic floor "lies underneath concrete" i'm not that much of ac electrician, but im not sure it will provide any ground to the cable.....
    now back to my PSU, is that something i should be concerned of? "i'm already scared *censored*-less" i left my rig for 3 months straight without any operation, so that should be some kind of a cold boot, does that contribute?
    it works well , left it for 9 hours straight without any problem, so should i be afraid of it failing? or it is normal?
     
    Any help would be greatly appreciated, i know i should have made another thread, but sleep deprivation is killing me

    the electrical buzzing, i fixed that by unplugging the hx1050 from the ups, clicking the power button while unplugged, holding the power button for 30 seconds while unplugged, plugged it back in 220v "UPS", nothing can be heard!
    about the dell xps 8300, i tried plugging it in the ups and it didn't emit any noises similar "before executing the above procedure", so that  confirms that my socket and ups are fine.
    so it seems like leftover charge in the capacitors, and what contributes to the "incident" is that i left my rig for 3 months straight without any operation "since the blackouts started", and  the weird thing is, when i got my ups the blackouts stopped 2-3 days earlier, but still, better safe than sorry.....
