I have my GTX 970 FTW Edition, but I think my i7-2600K is barley holding back or a little of my GPU

A very very slight bottleneck. Nothing to worry about TBH.

How can you tell if it is a bottleneck?  I have a 2700k @ 4.8GHz and a SSC 970.  I was thinking about adding a second 970 and going SLI.  If there is truly a bottleneck with one 970, I would not get much benefit from a second.  From the benchmarks I have seen, this is not the case.

OP's score is about 300 lower than eTeknix's 4770k test bench @ 4.4Ghz. Did you by chance have shadowplay enabled?

Couldn't that be caused by many things?  I have a hard time believing an overclocked 2600k/2700k is bottlenecking this card.
 
I have seen a lot of people with 4770k or better that score lower than me with my 2700k.

It could be as simple as a background program taking resources? Or as simple as the 4770k just performes slightly better in that test. But a 300 difference is negligible imo.

Gotcha. Sorry. I thought you were agreeing that his OCed 2600k was bottle necking the card.

I think it's the motherboard that causing the bottleneck (the intel DZ77RE-75K $260 value motherboard I won for free) and I can't overclock as much compared to my MSI Z68-GD80-G3 and also my scores was a little higher on my 3DMark vantage benchmark on my MSI MB, I might switch back to my other motherboard next month to see if it makes a difference

Wow, that seems like a lot of work to (maybe) realize a 300 point increase. No? Also I think we need to define "bottleneck" here. Are you saying your motherboard isn't capable of processing all the data your GPU is throwing through it?

yeah and I tried overclocking the cpu manually to 4.6GHz but it only goes at 3.4GHz unless I have turbo mode on

I would go back to your other motherboard.  Intel boards are not usually known to be geared towards enthusiasts.  Their reputation is for reliability, not performance.

I swapped out my motherboard to my MSI Z68A-GD80 (G3) and I did the same tests

5538 Max OC http://www.3dmark.com/3dm/4844916? (+110 for Core offset and +495 for the memory offset and 110% power limit)

also the 3DMark fire strike extreme benchmark pushes my GPU power limit up to 99% even though I set the limit to 110%
