There are a couple of things that we can try with the motherboard.
Power down the system and remove the power cord from the back of the power supply. Remove all the components on the motherboard, except for the CPU and Heatsink, the video card (just one in the primary PCI-E slot), and 1 stick of RAM in the non-black slot closest to the CPU. Power the system back up and record the post code that appears on the LED read out.
If you still have a similar issue, then please power down the system and remove the power cord from the back of the power supply. Remove the CMOS battery from the board and leave it out for at least 15mins. After the 15mins, please replace the CMOS battery, connect the power back up to the system and power it back up. If you get it to Post, got into setup and load defaults. Record any post code that appears on the LED read out.
If you are unable to get the board to post, try changing out the 1 stick of RAM to another stick that you may have, keeping only 1 stick in the system at any time.
To eliminate any grounding issues, please try testing the motherboard outside the case. Place it on a non-conductive surface (cardboard). Have the bare bones components in the system, CPU and Heatsink, Video Card, and 1 stick of RAM. Power up the system and record any post code error that may appear on the LED read out.
The last step would be to try to remove all the memory, and the video card. Reseat the CPU, check for any bent pins or scorch marks on the CPU itself. Place the heat sink on top of the processor, but do not tight it down to the board. Power up the system and record any post code error that may appear on the LED read out.
