Explain how evga gtx 1070 SC clock speeds work? these numbers make no sense to me.

I bought two 1070 FTW one week before Gears of war 4 was bundled with 10 series cards. I guess many of us did miss that promotion. It would be nice if EVGA in apology gesture would allow us to get these bundles...
