I think context needs to be made here. Under the law I think a bank is required to replace a damaged bill if more than half is still there. The thing above is used to defraud someone at a business. The person who did this makes $40 out of $21.
Wouldn't they take the damaged bill(s) and replace it with only a fresh $20 bill? Thus, you'd be $1 in the hole?
They go into a store and assume the cashier won't check. I guess they fold it in a way where if someone glances, They unfold and quickly put away in the drawer (Like a lot of people do, Except for those that actually pay attention).
