I think what is done is the exponent first. so
 
3! -9/9
6- 9/9
6- 1
5
 
Or does a "!" become processed before squares?
 
bah neither one is listed in PEMDAS, but I'll assume that square root is like a exponent, and that ! is like multiplying as far as the order goes. (sorry if my math education is limited here)

It is most likely just a typo as mentioned before.. 
You can re-write the expression as (9!)^(1/2) - 9/9 which is wrong. It should have been ((9)^(1/2))! - 9/9.
