Hallowen this is a basic question but did you try turning power features to "Prefer Maximum Performance" in nVidia CP?

Guys, As I Stated, I'mUsing the Win 7 64 Beta Build 7100 with NO UPDATES AVAILABLE Just to see the Difference between Vista 64 and Win 7 64 until I can get an OS that will allow me to Activate the OS!

System memory slow.

You don't need any updates. You can run the os with just vga drivers, technically. But what we are getting at is your test 1 score. If it was the os, then both scores should be low.
 
Also, just load a real copy of windows 7. It has a 30 day trial.

Ok, I'll try again tomorrow to load a Real Copy of Win 7 64.
 
It's been a Long Day trying to get what I need to even get the three Ultras powered properly /Changing Motherboards that Fail / Trying to find the OS and on Top of that My 980X ES Didn't arrive Today like it was supposed to, So My mind has not been thinking too clearly about what's happening to the System Yet.
 
I've about had it for this New Years Eve/New Years Day so I'm going to Sleep on it for Now...
