So should I go with an MCP 655 over the 355 w/ top? (For ice water.)

You have to make your own decisions.   How cold are you looking to go?  are you going above freezing?

As far as I know it should be just a ice slushie, so like -10 to 10C benching, normal 4x120 rad for 24/7, CPU only loop. Total cost will end up being like ~$250.

I have the MCP 355 with the Laing top reservoir, Black Ice Extreme 560 rad, chiller, Masterkleer tubing 13/10mm(8meter) and it works great.
If you really wanna go for ice water, use distilled water 2/3 and 1/3 Audi G12 plus and nothing more.
I have around 6m of the tubes in daylight after 8 month there is no algae or whatever it looks like on the first day.
And it was so easy to get rid of air with the top res, I just pre- filled the rad and chiller, started the pump and filled up what was missing to the top res.
All together maybe 10 min of work.

for my bootleg chilled water setup i use a submersible pump.. thing is a monster.. cost about $93 +20 in fittings to make it work for 1/2" tube

did last night, best was 44 876. I have probs to get good result with the physix test. I had 2 fps more in Jane Nash than you, 2 less in Calico, in AI 4200, I was sure that's a strong 46 but I never thought that I will have a ****ty 173 in Physix. I run now 4,9 GHz (21x235) but it 's not really stable.
First thing now, I will go back on water with CPU to change to the latest BIOS. With my Bios max boot is 220 BLCK if I get a hard lock I must wait after cleaning CMOS that the temps go up to -20 or I can't boot anymore, just too cold..
I hope that I'm able to boot with the latest Bios somewhere between  230 - 240 and than just some fine tuning with voltages.
After 2 hours I can see ice on the back of the mobo, very funny, thanks god all protected with plast dip so no issue.
