 Well my experience with the xeons is they run cooler but do not necessarily overclock any better. Actually the ones I used did not overclock as well as the 9xx series chips.
  Was just wondering if anyone knew any different on the 3680 vs 980X also newegg upped the price acouple days ago, of the 3680 by like $200.
  I am so tired of waiting for 990X since like June.

I was like awalleye...8 to 10F.  No problem going hot to cold..you can bench immediately and just sit back and watch the temps drop.  When you are done, however......you are done, period.  Bring it in and let it sit over night....don't turn it back on.  Sometimes I blew a fan on it for a few minutes.

I don't think there is any difference awalleye.  One is marketed towards servers, the other towards us, lol!  Everything marketed to businesses is priced higher, go for another 980x.  The silicon seems to be a lot better now than earlier versions.  There is no indication that the 990x/995x, or what ever it will be called is anything anymore than a stepping revision.  Some early reports had the 990x at an easy 5ghz on air.....later some testing showed some 990's didn't even clock as good as an average 980x.  So who cares if it runs cooler with a better stepping if it can only clock like an average 980...
 
If you wait, you'll might wait 2 months, but then you'll loose two months of benching season.  If it were me, I'd get another 980x now, then if reports are crazy good on the 990's, sell the 980x, take your $300 loss and call it a rental fee.   That's just me though.

You wont have any condensation problems going outside-just coming inside.  I might suggest bringing the rig slowly inside?  Like put it in the garage for a while, then in the basement for a while, then the house.  Still the humidity is most important in the ambient air, but if its 25° outside (like it is here) you won't have much humidity inside either.  its 65° & 32% humidity in my house, which means my board can be 36° and no condensation will appear. 
 
In any case, put the board upside down, let gravity help you in any way it can ;)
