My 930 is such an odd CPU... To run 190-196bclk I have to use a CPU VTT of 400 or higher... But at 197 it only needs +350.. lol. Possibly even lower, I just dropped directly to +350 on a whim and it worked.

Basically it's the board not your CPU or that's the way it was for me. Also I had the same thing happen with my VTT as your seeing.

Yeahhh I can't get 22x198 stable so far, I've been convinced it's the board for a while. Really eyeing that R3E open box on Newegg for $289...

 
Also depends on what uncore multiplier you are using (198 x ? =uncore mhz).  Your IMC may be the limiting factor, not necessarily the mobo.  It may need a ton of VTT to keep up...but it is strange it did better with lower VTT.  I'm learning that it's the uncore in these i7's that hold most people back.  It's always a toss of the coin....swap chip, or swap mobo.  I always lose at heads/tails,lol.  R3E would be sweet though!

Looks like you are right where you need to be with your uncore frequency (3168mhz=198x16), if you are running a RAM divider of 8 (198*8=1584mhz, or approx. 1600).  Bloomfield uncore has to be at least 2x the RAM freq., so you are right there.  Try dropping VTT down to +0 (which I believe is 1.15v on your board).  See what happens...it may not like the juice.
 
And just a heads up for you chiller builders out there....be sure to change your fluid every once and a while.  I was caulking up my poor chiller temps to low 70 ambient temps V. low 60's when I built mine back in March/April.  But turns out it just need to be flushed and cleaned...running -28c with 2 480's burning rubber @......naaaa I'm not even going to mention the voltage

so yeah i was playing around last night and i now have a benchable stable 4.5ghz in vantage. it should help when i get my next 2 470's

4.5ghz should do you well.  What kind of cpu score you getting?  And remember, don't throw the vram too high on the 470's, or you'll destroy cpu 1 test stability (and physx test for that matter).  On a somewhat related matter, last night I was pulling 720 watts on cpu test 1....yes, vc's still play a big roll in the vantage cpu tests....unfortunately,lol!

im not sure what the score is with physx but without it i get 40700. 
 
also, by Vram do you mean the ram MHZ? i only run it at 1800 or so anyway, gets unstable in ghraphix tests if i go any higher.
