You can get silver coins from other countries and I think that as long as the coin isn't in circulation then you can do what you want to it. Also pre-1964 silver half dollars were 90% silver.

I got a work around, You buy an Aussie coin made out of silver, and deface it in the US! HA!

Or you can buy a Silver proof that is not currency
