I had to do the same thing with a board or two I wouldnt worry. The gigabyte I was just playing with that was the case had to shut the psu off to boot after a fail. Usually happens to me when I try to push the memory too far more than anything.

First thing I tried. Wonder if it has something to do with xkool jumper. put it back to default that's when symptom started. Come to think of it some things did not reset/go back after putting jumper back and resetting cmos those where extreme cooling option in bios and only cdrom not named models of cd/dvd drives. I am going to flash bios and see what happens.

Flashing bios no help. I think its the psu had rig just shut down with known good clocks that worked with 2x 295's. Shut downs happened with a 280 and a 5870 both draw less than 2x 295.

Hay awalleye how did you go ??
ive had that problem a number of times but never narrowed it down to one easy fix
69 is a mem problem so in most cases i removed all but one stick (i also cleaned the contacts if your taking the ram in and out it can get a build up off crap) and reboot (after cmos reset) in and if no joy try different dimm slot ( 4 or 6 )
then if it boots i normally flash bios just to be on the safe side

also removing the psu for a half hour then trying again later some times helped
.....(don't know why but like all things that are giving us greif walking away and going back later with a clear mind does help)

i feel for ya i nearly RA'd my MB the first time

Good luck

What do you guys think, For some reason now when I restart is a no go cycles through to 69 shuts down starts over... Nothing O/Ced. Turn psu off then on starts up normal only once though. Always have shut psu off/on to boot back up. PSU bad?

it may be your os...if you can sit in the bios and it stays on...then chances are your os is having memory issues and you can do a system restore back a day...see if it will work then.

also..for the cycling through, you can either re seat the cpu or re seat the memory...i usually do either or or unplug from the board then replug back up.

shock, yeah, i got it today, but it looks like something was leaking.

Sure it is not OS does it with no HD hooked up, just in bios F10 enter... Eraser to dimm contacts have not tried that.  When I figure it out I tell ya.
I just bought a spare psu.
I have another rig to use parts from but at this point I would rather not take that one down.
Thanks all,all good suggestions.
Keep pushin.
@Rudster816  I am selling a 5870.
