well, yes.  You will be chilling the water and blowing room temp air across it, which will in turn get colder as it exits the radiator.  The catch... is condensation will form and drip all over the place.  Figure out a way to capture the condensation.
 
Then your waterblock will do this:
 




 
No, i am kidding.  It will not frost over (without an actually chiller unit) and it will not spontaniously carve my nickname into the frost.  But when you start doing the crazy things this thread encourages, you will get condensation.

Thanks, condensation is bad especially dripping from the top of my PC. I'll stick with what I have. I am happy with it now anyway.

wait what??? your going to quit??  oh hell no.  Figure out how to deal with the condensation... There are so many ways posted here.  don't quit, I have faith in you!

Don't encourage me, please! On second thought, I could put my fans back up top of the rad in a 'pull' config and place a drip pan or tray under the rad and have it flow into a catch can hanging on the back of my PC. Kind of like the bucket that catches the sap running out of a Maple tree. Hmmm!?!

SEE?? I haz faith in you.  Just to get you thinking is what we aim to do here.  Once you start fooling around with cold temperatures, you will have so much fun (and cry at the same time when you push everything to the edge and something fails)
