I've done the vbios update and the thermal pad mod, reinstalled my drivers and precision x but nothing has fixed this strange fan rpm fluctuation.
 
i have looked into a few threads and a few people said they have RMAd several times but have received a card with the same bug several times. Does anyone have any information on this?
 
the noise is only noticeable with the fan at 100% but even with a custom fan curve you can see the rpm raising and dropping by about a 1000 rpm every 5 seconds i set the fan to 100% and put the card underload to take this screen shot its all spikey is this normal?

no, 2700-ish RPM is the maximum, there are 2 fans though, i guess some tools may read both out together and double the value because of it? ...  
 
@OP, couldn't you just install the default bios again? i've read somebody made a backup before updating it with GPU-Z?
 
also what is the GPU temperature doing when it spikes? just in case if there is a cooling problem...

the temperature hovers around 60-61 degrees when this is happening i have a pretty aggressive fan curve setup on it. id really hate to have to rma it since i already applied the thermal pads and have a pretty good overclocked card with no coil whine. this seems to be the same bug that nvidia fixed with a driver update that was affecting the founders edition could it be fixed with another vbios update?
