My 1070 would sit at 139Mhz when it was idle and just using Chrome (hardware acceleration off), but after a driver update, it starts at 139Mhz and at a seemingly random time when I'm away from the computer and clocks slightly up to 632Mhz...I haven't been able to reproduce this through running anything, it always happens when I step away from my computer.

have you checked background processes? Is there anything running that may cause this?

I checked through Process Explorer and there is nothing that is using the GPU. When I put the computer to sleep and wake it up, the problem goes away. Same results with restarting it...

Last working driver for me is 373.06 every newer driver stops my GPU from downclocking below ~1000 Mhz...Only other solution is to put my S2716DG in 120 Hz mode...

Yes, it seems like a driver related issue. For me, last good drivers were 375.63, though I got 375.70 to behave after rolling back from 375.86 at another time. I installed the hotfix drivers and it seemed like everything was fine, but as I woke my computer from sleep I got the issue again. I'm going to try my 375.63 after a DDU cleaning some time today...

Corsair link software for my cooler did this to my card,uninstalled and it's back to normal.

I don't believe this would have any adverse effect on the card, other than it bothering you, it's a non issue.

This gave me an idea because I was running my Windows with Logitech Gaming Software for my mouse. I disabled it and restarted and haven't had my 1070 clock up when idle. Thank you.

Yep, non-issue. I couldn't think of a better word to describe this occurrence. Seems like just a cross-program conflict(this is bad wording too). Thank you for your input.

Yep, not an issue. I've been running like this at idle since day one. I've had the card since 10/11/16.
