You mean judgment and NO, but seems you might be.

Thats great. You unchecked and it didn't download, you checked the agreement and it did.  Now that's not what I wrote because if you go back and read, I wrote that my agreement checkbox stays checked and doesnt uncheck by itself. You can log out and log in again and it should show up as checked. To repeat myself again, It was checked when the link didn't work for me and it was checked when it started working.
 
And FYI http://grammarist.com/spelling/judgment-judgement/  

Browsers may remember checkbox status if cookies are enabled. That might be the reason for different user experiences on the download page.
