FYI, the officer authorize the bystander to shoot the person assaulting him and the bystander warned the criminal 3 times, so in the end, he is considered the hero whether people like it or not.
Is it bad to shoot and kill people? nope when it is self defense or protecting someone's life
Is it good to beat an officer or any human being? nope, they are laws put in place for a reason

Hmm. Shoot to kill? In different on this one here. Shoot to neutralize? It might have worked. 

I'm pretty sure he was just shooting to stop the guy. Trying to go for a non lethal shot while 2 people are in a scuffle isn't like playing COD. He could have easily hit the officer.
