If you purchased it before 10/31.  I got mine from Newegg and received the Powerlink.

The only stipulation is purchase date/time frame. Which in this case, is doing so by 10/31/16.  If you made this purchase after 10/31/16 you are ineligible.

You have to order it.  It doesn't come with the card.
