Hold on a second.... What kind of frames-per-second are you getting when the card downclocks?
Do you have the power setting set at adaptive? (just saw your pic)
Another thought, you know that CS:GO takes very little power to run, right? I'm not surprised so many people have no idea that GPUs down clock when when certain applications take hardly any power to run. I'm not saying you don't, I'm only saying that too many people overlook this one little issue, when it's not an issue. I do apologize if it sounds like i'm trolling, but I just don't think a lot of people get it how technology really works.
There is a reason that your GPU has a higher clock when running BF1, it's a newer game and it has more advanced, complex, frames to render.
