mkimbro,
Are you certain that you have sli enabled in the nvidia user control panel/ config sli/physx/surround?

in precision the upper right it has GPU's listed that are in your computer. Next to the bottom gpu there  is a small piece chain link. R cliick on that. It will synchronise your video cards. If there not the same clock speed precision will sync them to the lower speed of the two of.

The card order might be wrong. You have a monitor connected to the 2nd "slot" card. So much is accelerated in Windows that even on desktop the main video card has to ramp up.
It is a bit disconcerting as my 970 idles at 135Mhz on desktop while the 1080 idles at 240Mhz.

I have noticed that the gpu clock does not update in the user interface when manually overclocking. The voltage point update while the scanner is running but the gpu clock just shows the sane thing as the offset rises.

Precision OC 6.0.8 worked fine for me, in that I had no issues with automatic startup nor automatic fan control.

In 6.0.9, Automatic fan control does not work because Precision is not reading the temperature of the GAs correctly.

As seen in the screenshot, GPU-Z shows my 970 GA temp to ber ~ 107° C, but Precision 6.0.9 is showing it to be only ~ 41° C.  Screenshots were taken while playing Dragon Age: Inquisition with highest graphics settings.

FWIW, I just installed (~ 2 hours ago) 6.0.9 over 6.0.8 (with 2 reboots after install).  As of last night 6.0.8 was working perfectly fine, as my custom fan speed curve has it running at 100% ~ +65° C, and it was definitely screaming while pushing all that air.  Today, the fans are barely noticeable, so I started checking.

Also, still have that niggling glitch where my 560 Ti 448 Core is detected as a 560 in the top right of Precision, but at the bottom it says 760 instead of 560.

System specs are in my sig, along with the following info:

Windows 10 x64 version 1607 (Insider Preview build 14965).
DA:I via Origin (fully updated, no mods).
nVidia Driver 373.06 / 375.70 (Tried both).
