Of course if you want max performance, you'll run your fans and pump at max, but the trade off is more overall system power (fans and pump) and noise. According to thermalbench.com reviews of the 560, the 560 will keep your loop at +8.5C above ambient 1600RPM (for about 500W of power). With 2 CPU (100W each) and 2 GPU (200W each), you'll be pushing the system close that it may not be able to remove all the heat in and therefore you'll see your loop temp climb and maybe run away.
Configure your system as you want (with OC), run it at max thermal load (CPU+GPU) and connect meter to the system (like a kill-a-watt meter). Subtract 15% (fans, PS efficiency, and other peripherals) and that is the power you need to remove. If that number is below 450W, then you should be good with your config.
