Thanks @Sajin.  Ah! Bugger! that's not what I wanted to hear! It is less of a hit to upgrade a PSU than a CPU. Is Overclocking the CPU going to help? If not.....then the question is can I upgrade the CPU with out upgrading the motherboard?

Yes, overclocking the cpu will help some. I'd recommend switching to an intel motherboard/cpu for best results.

Yeah! that is great and all, but just having spent more on a GPU than I ever have,  on-top of other hardware -wheel/pedals/shifter, amplifiers/tactile traducers, and two more screens all in the last year. Having to now replace CPU and Motherboard is really pushing it.
But I struggle to understand that my "AMD FX-6300 Black Edition" is the issue as the Assetto Corsa web site states that: 
RECOMMENDED SYSTEM REQUIREMENTS: 
Processor: AMD Six-Core CPU, Intel Quad-Core CPU

Looks like your cpu is throttling a bit as it's only running at 3.8GHz during the benchmark. Your cpu should be running at it's maximum turbo speed during the benchmark. The maximum turbo speed for your cpu is 4.1GHz. Check your cpu for overheating.

tweaked the CPU  and ran the 3D mark again

Everything is looking good now. 

Thanks for the help and getting me to sort this out. The real proof will be to see how this goes with Assetto Corsa, but that will have to wait until I get back home tonight.
