That card has an idle stop function for the fan so the fans will remain off when the card is 60-65C or less. You can set a custom fan curve with Precision X OC to have the fans running all the time to lower the idle temperature, instructions linked: 
That said the card running at 60C while idle is not going to affect the card in any way, there is only an issue with the card if it is getting 88C or higher when under a load.




Hey brother, I don't mean to hijack OP's thread but this has really been eating me inside. Look, I have a 1070 SC, and I'm hearing and reading a lot of conflicting things regarding this whole VRM issue. Right now, I have my card on an aggressive fan curve. It sits at 30 idle, and 60 under load when I play games like titanfall2.  No OC. Am I good? Do I need those "optional pads" or can I rest easy that hopefully my card won't burn down my bedroom? I know the GPU core temps are totally different then VRM temps, but with a great load temp of 60c hopefully my VRM's can stay "within spec"?

Same question , I have 23 degres in idle (yesterday) and 53 with GTA V/BF1, it's impossible that I have a too hight vram temperatures no ?

My GTX 1070 SC sits from 33°C - 35°C at idle.

with Driver 373.06 my GPU downclocks to 240 mhz in idle...
with any never driver my GPU only downlocks to ~9xx mhz.....
 
hope nvidia fixes this with an upcoming driver
