Well sorry but I am stubborn. Despite the acceptance to return the card, I asked to family a close permission to take their PC into guinea pigs. I turned its graphics card and put the 1070 SC Black Edition instead of the ATI 5070 ... I installed the latest drivers and launched futurmak. Prime very interesting results:
1) The RPM /% of cooler are provided to GPU-Z
2) When the load increases, the ventilos increase their speed but do not go up to 100% as on my pc gamer. And when it's over, the ventilos back to normal.

But as I am a skeptic by nature, I'm DL BF3 on pc to confirm these results. What changes?

==> Motherboard MSI P45-B75MA (with Pentium G620 and 4GB of ram)
- In the "old" PC with MSI motherboard, everything works, fans never mounted 100% in stresstest or in BF3. And they are well adapted to temperature and coming back down well.

- On the new, I followed the advice GingerBread Monster from the French forum hardware.fr ; even if the GA-Z170X-UD3 is new and I have nothing set in, I made a stinging clearbios a jumper after remove the CR232 ... install again the 1070 SC black edition. Stress test conducted by 4k does not exceed the 68 ° and not more than 50% speed fan ... Relaunched BF3 and again everything is good:

It was the NEW motherboard that was the problem of the graphics card fan o ... Why i dont know, but it was the new motherboard ! ... I hope my tests will help people will have same problem.

Wait so clearing the bios fixed the problem? That's interesting.
