Which 1070's do you have? Are you running the latest vbios for your cards? If your cards are factory overclocked models have you tried running the cards in debug mode/underclocked to see if it helps fix the issue?
I have the 1070sc and I haven't changed any bios (don't know how) I have ran them stock and overclocked and they still do the samething I haven't tried them under clocked but they run everything else fine stock and over clocked.

Also my cards are on water.

I tried everything last night different in game settings different nvidia settings and uninstall the game and driver still nothing. I also tried battlefront and BF4 in full screen mode and they worked perfect.

Any more suggestions?

SLI does not work right in BF1 or most games anymore.  I had it with a 980ti matrix sli set up.  It was horrid (lots of stutter, choppiness, not smooth game play).   The game actually plays smoother and with high frames with SLI off.
 
 Switched to a Titan X Pascal.  
 
I think SLI, unfortunately is at the end of life.  Nvidia does not have much of a focus on it anymore an the individual cards have so much rendering power.

Probably true but I can't understand why it worked great in the beta

@kba1980  Yeah it worked well in the alpha or beta, then there was a game update, nvidia pulled sli support, then the game released and nvidia re did sli support.  But it does not work close to as well.  SLI has major issues, and it is up to Nvidia to correct their driver.  I recommend filling out one of the Nvidia driver feed back forms so they can look at the issue.

Like i already said SLI is working fine. What most people don't understand is you need 6-10 core i7 ATM even more so at 1440 and up 100+ FPS. Anything lower will not cut it as CPU are bottleneck in return lower SLI usage. Even my 5960x bottlenecks in this game with 1080 SLI.

Demo thanks for your help bud I have been doing this a good while I didn't list my spec maybe I should have. Sli isn't working fine for me it works in all other games fine not this one. I have a 5930k overxlocked to 4.6 it's not bottlenecking yours isn't either (sorry) and yes my gsync is turned off and my monitor isn't overclocked I have tried it at 120 and 144 same thing hell it does it in the menus screen. Demo I am not trying to be a a$$ to you at all like I said I been doing this for a while and posting this is a last resort also I have 32gb or memory

I am also pretty sure Battlefront is the same engine as BF1 sli works fine I get 200 fps in it with the same settings no flickering they have done something from the beta to the final release I don't know what but something has changed in the beta it worked great.

Demo what driver are you using?
