Might sound like a silly question, but a few months ago I built my first PC, and have just noticed that the fans do not spin until the card is under load. The fans stay on until the load drops, and then they slow down and eventually stop. Once stopped, they move occasionally, almost as if they are 'twitching', like they may be trying to spin up again. Is this normal behaviour for evga cards?
 
My card is an evga 980 ti sc + super clocked 2.0 6gb. 
 
Any ideas? I'm new to cards, so please forgive me if its an obvious answer, I wouldn't know.

This is normal behavior for these cards.  If you take a close look at the features of one of the GTX 980 Ti cards, you will see the following:
 
dB Inverter
Fans only run when necessary, and turn off during idle. This means the EVGA card is completely silent when not gaming!

Ah thanks for the quick reply, sorry if I seem a bit of a noob. Thats assuring, I thought there was something wrong with my card haha . Now I know, I only noticed because I went to clean my plastic window, and saw them twitch.

Yea its a great feature but if you dont know about it, it can be a bit unnerving.

Yeah too right, almost had a panic attack haha, its a great card, I'm loving it! I'd hate for it to break.
