Turn off GSYNC and use ULMB. There is definitely an issue with Skyrim SE edition while using GSYNC. Turn on ULMB under NVidia control panel, and then set VSYNC to adaptive. This will fix the issue.

It's not hard to cap the frame rate to say 143fps using evga's precision x.

Though my newest asus swift 27" monitor runs at 165hz so I don't go over that with the newest games so far as sli don't work for bf1 or titanfall 2 so no issues. Don't have skyrim to try.

I am thinking that I am going to be stuck with 60 fps because from what I read in forums specific to the game is that the physics engine goes wonky at anything over 60 fps.... pitty, really, game looks so much smoother at 100+ fps.

I don't have a 1070 or 1080 but I do have a 980 ti and I had this the first time I fired up Skyrim SE I turned off vsync in the Nvidia control panel now everything is smooth this is not the first game I've had to do this to Witcher 1&2 would run like it was only doing 10 FPS with vsync on with my Asus Swift running Gsync.

Skyrim's (original and new) physics rely upon 60FPS/60Hz.
 
Some folks have been successful running a little higher, but the game engine physics is coded around 60Hz.
 
If I were you I'd cap the game at 60FPS and play - either with VSYNC or GSYNC.

Turning on Vsync in Nvidia control panel negates the game's vsync capabilities. Doesn't matter if you flip it on or off within game, you have forcefully activated it for all games (if it's on in global settings.)
