It depends on scaling. In games where both cards are utilized at 85% and above, no, not even close. A single Titan XP on air or H20 wouldn't be able to hit 40K on 3DMark Fire Strike, which is the best-case scenario for multi-GPU scaling. Games like The Witcher 3 are fairly close.
My answer to the OP is yes, multi-GPU configurations are still relevant. Support has been weak as of late partly due to the new APIs, which require the developer to enable explicit multi-GPU support. Even the highly-praised Doom fails to deliver multi-GPU support with Vulkan. There is also growing sentiment that mutli-GPU configurations are "overkill," which is shared by low-information PC gamers. The reality is, some of us have displays with over 60Hz and resolutions much greater than 1920x1080. Some of us also value the highest visual settings available, including plenty of AA.
