As for the documentation, you can get all of the information by looking at the bios in something like pascal bios tweaker.  All of the changes are visible in there.
 

Ok, I'm back from hunting snipes and unicorns.  :-)   Did not find any of either, nor did I find a pascal bios tweaker, editor, or viewer.
 
Are my Google skills that bad?  Or is there currently no such animal as a pascal bios tweaker?

I see a ton of references to it from earlier this summer, but most of them are just conjecture and rumors of the Maxwell Bios Tweaker guys working on the new Pascal program. Nothing recently though.

A pascal vbios editor doesn't exist, however, you may be able to see the info you're looking for using the maxwell ii bios tweaker v1.36.

Ok, that was worth a try.... But no joy.  I saved the bios from my 1080FTW using latest GPU-Z, then tried to open it with Maxwell II bios tweaker v1.36 from techpowerup.   It responds with "Unsupported Device" and displays nothing.

Dang.. That is unfortunate.  I was hoping they had a bios editor out.  It sounds like NVidia is buckling down pretty hard this generation.

So much disinformation here hahaha, it blows my mind in the age of Google that there can be so many people out of the loop, it's this nauseating TLDR culture, how can you even use the internet if you can't be bothered to read.
 
There IS NO PASCAL BIOS EDITOR PERIOD. That is why earlier I was making a joke to link it, because it does not exist and nothing is locked down from flashing. There are just no tools to decrypt the bios and edit it. You guys should head over to overclocks owners thread and catch up.
