I have a laptop that I am not using and want to get rid of it but it has windows 10 on it. I don't want to reformat and buy a new operating system. Is there a way just to remove all of my info and transfer to new user?

Hit the "Windows Key" on the keyboard. Type "reset"  Click on "Reset you PC" (or something along those lines).

While installing, you can create a user account without an email address. (on link, scroll down to "Create local account while installing Windows 10")

I am not sure how it works without an email address, but you shouldn't have a problem with the license since W10 contacts MS with hardware info.
 
 
Maybe another option would be to create a new administrator account, then remove your account, but IDK how "safe" that is.

It will work fine with a local account as above. You'll be given the option to use either one.

Resetting the PC is good if you don't want your programs included also. I found it may take longer to reset the PC than to reformat.

If the laptop originally came with Windows 10, then it is very likely that your laptop is like most newer ones...the Windows 10 product key is imbedded in the bios, so no need to worry.

It came with win 7 laptop is about 5 yrs old.

At this point, I would do a reset...this way Windows 10 stays activated.  Otherwise, you would probably have to do a clean install or take the machine back to Windows 7

If you decide to format, when it asks for the product key during the Windows 10 install, just enter your Windows 7 key.  Because you've upgraded that computer to Windows 10 before, it won't have any problems activating again.
 
Despite the free upgrade ending July 29, 2016 computers will still upgrade and activate without an issue even on computers that haven't been upgraded to Windows 10 before from Windows 7 or 8.x.

That is correct as Microsoft stores the activation in the cloud.
