The first time I requested it requested three for me and that was denied, now I am trying to re-request 1 power link and I keep getting an error that I can't request more that 1, which is what I am trying to do.  I already emailed EVGA ~3 days ago and that request was ignored.  Can someone please assist.

You can only request ONE Per Card for a Total of Four.

Does anyone know when we will be getting this I requested on day one of notice email getting sent out and still no word just said I would get an email for how to pay postage and handling cost but still nothing. I have emailed support about 2-3 times and no answer to them no reply on Facebook or twitter

I got an email last night that they will sending notification on how to pay when they are ready to be shipped.

Give it time. They are sending them out, with email notifications, as quickly as possible. Evga has been extremely busy over the last few days, and will be getting these out as time is available.
