The program doesn't start up automatically anymore upon Windows startup. I put a screenshot in the attachments for reference.

Start Up (in your pic) doesn't mean Start With Windows, it means to apply OC/Profile settings at Start Up..Start With OS runs (or at least is supposed to) Precision at Windows start up..Need to click on the little gear icon to the right of Profiles in PXOC to bring up General Settings..Hover mouse pointer over most settings to show a description if Show User Interface Tool Tips is enabled in the Interface settings..You should be able to use Precision XOC, or the latest PrecisionX 16.

I use this only on my GTX 1080 Cards.

Whenever I used Precision X16, it told me it had an update and it made me update to Precision OCX. So that's why I have been using OCX instead of X16.

I can confirm that this does not work anymore with Precision X16. Maybe a known bug with the dev team?

Why do you want to Overclock your GPU while web browsing or reading your email?

I don't overclock my hardware, my GPU is the only thing overclocked out of the box and that's it.
 
I render videos in Sony Vegas and the GPU/CPU heats up. So I use the program to try and reduce the heat by using the fans on the GPU because they don't automatically turn on when it gets hot (I guess EVGA has a pre-set temperature when they turn on).

If you are still having issues with Precision and not starting with Windows you may want to give NVIDIA Inspector a try for Fan Control.

Does NVIDIA Inspector run in the background, or do you have to keep the program open at all times?

I run it set the Fan then Exit it, is this what you need to know?
You can also create a Profile and a Shortcut that it will put on your Desktop.
I do the same with Precision X16 and Precision XOC but it will not create Shortcut on your Desktop.
