Hello,
I'm using memory kit which is in the list of approved kits.
the g skill website says it's xmp 2 compatible, but the bios only shows xmp 1 compatibility and choosing it only seems to change the frequency on the bios but has not effect in the windows session.

I'm wondering if this is just a bug in the bios...
my processor is an i7 6850k, and it is overclocked at 4.2.
Machines is booting fine, and seems to be pretty stable under stress test.
Windows task manager just doesn't see the memory speed as higher than 2133

I've also tried this setting in both legacy and UEFI boot modes.
I am getting some beeps on startup.
but i think they are usb initialization beeps (maybe)

Any suggestion would be greatly appreciated, this is my first build in over a decade so I'm playing catch up.

sorry about that... i posted a link to the memory kit, but it was removed...
the memory kit is G.Skill F4-3200C14Q-64GVK, the cpu i did post above it's a i7 6850k

It may, or may not, be related - my X99 Classified will once in a blue moon have the RAM voltage change on one channel and I can't set it back properly until I clear the CMOS.
 
You may want to try clearing the CMOS and setting XMP1 again. 
 
Also, don't use Windows task manager to check CPU/RAM settings  (it's horrible) - use CPU-Z instead: http://www.cpuid.com/softwares/cpu-z.html

Select Optimize Settings in the Bios Save and Restart and go back in the Bios and Set the XMP Profile 1 and Save and restart and go back into the Bios and review the settings that the Profile set the Memory and CPU to. Save A Profile Call it SetXMP1 Save and Restart
Then complete the Bios Settings that you want and Save Some Profiles.

Ok I tried both resetting the bios, and choosing xmp 1, and restoring factory options and choosing xmp 1, both with no other changed other than boot style UEFI, and Boot Device order changes....

Result is still the same, the task manager memory tab show the memory speed at 2133.
In the other hand, CPU-Z momery tab show the frequency at 1596.3(x2) which would seem correct...
is it possible that Task Manager only displays the minimum frequency and not the actual frequency?

Do not even start Windows, you want the settings that are shown in your BIOS.
Boot back to the Bios....While In the Bios Press and Hold the SMALL RED Button on the I/O Back Plate for 6 or 7 Seconds.
Enter the Bios after the computer restarts, note the Current Memory Speed and Voltage.
Press F10 Save and restart the computer and go back into the Bios.
Not Select XMP Profile 1 and then F10 Save and Restart your computer and go back into the Bios and Note what the Memory Speed and Voltage are now showing IN THE BIOS.
Post back your Findings.
 
Also what arestavo said above Do Not Use The Task Manager for what your CPU or Memory are showing you.
Task Manager will only show you what the Stock Speeds are of your Memory and for DDR4 that is 2133MHz

Both CPU-Z and the bios pick up the correct frequency voltage and timing.

Whatever the BIOS says.  Looks like you're fine as long as that matches the labels on the advertised RAM.

I already told you not to use Windows and Windows task manager. They don't detect settings correctly, so use CPU-Z which does detect them correctly.
