Another thing, when I uninstall it does it completely uninstall or are there things left over that need to be manually removed like registry settings, etc ?

Leftovers remain in the Program Files (x86)\EVGA\Precision XOC folder..After you begin uninstalling Precision XOC you can delete them when you're prompted to restart your PC to complete the uninstall.
 
Venturing to say that if you have OSD enabled, the PrecisionX Server for OSD is crashing the Creative Control Panel..It's not uncommon for the Server to interfere with some programs..You can try browsing to and adding the Creative Control Panel/User Interface .exe to the PrecisionX Server exclude list and see if that fixes it..Bring up the exclude list from the PrecisionX Server tray icon, as you probably know already.

You can use EVGA Precision OCX to set the Fan Control and Overclock if you want and then save a Profile set it and the exit EVGA Precision OCX.
I recommend that you Do Not select Start with Windows.
It only takes a minute to start EVGA Precision OCX when you start or logon your computer and Select the Profile you want to use and then Exit.
This way you get your fan control and overclocking if set no real issues.
You should only Overclock when needed like playing a game
You do not need to overclock your GPU for reading email this forum and web browsing or even using MS Office Application.
I have been using EVGA Precision XXX for 4 Year now and I have had no real issues.

Could there possibly be something wrong with the graphics card causing the issues?  Is anyone else having similar issues?

It's at stock and so is my system.  Could there be something with the graphics card causing these issues or would you say it's the Precision XOC app and the 375.70 drivers?

Set Your CPU & GPU at  Stock Settings (No Overclocking) and under Driver 373.06 are you having any problems?
Next Install  EVGA Precision XOC and Test Some More, Do Not Overclock the CPU Or GPU at this time.

Play around with XOC and Game a Little and Play with your Creative Control Panel WITH OUT XOC Running.

Yeah when I reset the OS I put everything at stock, GPU & Platform/System.  I've been testing things at stock still.
 
X58 W3690, Creative Zx, EVGA GTX 1070 FE, Windows 10 64b, 1333MHz cl9.9.9.24 1T tRFC 74 triple channel.  Everything running at stock speeds and volts.
 
Creative SBZ_CD_L13_1_01_08.exe Drivers
Nvidia 357.70 Drivers
EVGA 6.0.8 XOC - installed = games run horrible, Real Bench crashes, Creative Control Panel crashes
EVGA 6.0.8 XOC - uninstalled = games run without issue, Real Bench passes 30m 4Gb, Creative Control Panel does NOT crash.
MSI Afterburner 4.3.0 - installed = Real Bench passes, Games run fine, Creative Control Panel doesn't crash.

Then stick with what works on that old X58 Motherboard MSI Afterburner 4.3.0 and be done with it.
