Current config
i7 3770
GTX 970 FTW
16Gig Ram
KBoost Enabled (Goes max while out of game. As soon as i go into game it throttles to 975 Mhz)

Power Target set at 110%
Temp Target Locked with Power Target so 91*C
GPU offset is +35 (Issue persists even when this is set to default.)
Mem Offset is +100  (Issue persists even when this is set to default.)

While in Game my GPU Clock would change from 1464Mhz to 975 Mhz
Memory clock would not change at all.
GPUZ shows PerfCap as VRel, but of course that always shows.
 
Thought of something while i was typing this up. In game i had Vsync Enabled. As soon as i disabled it i saw the Clock go back to 1464Mhz. So this goes to show game settings themselves can actually cause throttling of the GPU. Derpity Derp. (Was weird it still affected FPS too, Jumped up from 50-60 FPS to 90+.

I just found it weird that it would still Frame Rate Throttle, even with KBoost enabled. I understand Temp Throttling lol but frame rate, boy oh boy.

Uhm... you tell your card to throttle your FPS to match your monitors refresh rate (VSync) and you find it weird that it works? Ok...
