Yeah, the twitching is normal, see for more info. The gpu is definitely getting enough power. Yes, you need to update your motherboard bios to the latest version then retest the 1060 by connecting your monitor to it.

Just so you're aware:  if you have a dedicated video card like you do now you always want to plug your primary monitor into it.  If you plug it into the motherboard then the games you run will be using the integrated GPU instead of the video card.

Both monitors will need to be plugged into the video card.
 

By the way, if you update your Bios on the motherboard, it will reset all settings to default, and usually it
will default to on-board or iGPU. If you turn your system on after the update and get a black screen, you'll
need to temporarily reconnect to the onboard port, go back into the Bios, and set the PCI-E slot as your
primary display adapter. Save, exit, reconnect back to dGPU or 1060, black screen gone.
