Try playing the game in dx11 mode if you're playing in dx12 mode.

I tried playing with dx11 and dx12 and is the same ... , i thihnk in dx12 is better ahaha , but not to much

Reviews or benchmarks in youtube etc , where ppl with the same cpu and even with gtx1060 getting above 100 fps or 90 

Could you post a link to those reviews?

Are your cpu & gpu running at advertised clocks speeds while playing bf1?

This guy is running bf1 beta and 100 % resolution scale = to 200 % resolution scale in the actual version that i have now of bf1 , and the rig is pretty similar , and he gets 60+ fps all the time ,  the gpu and cpu are running smothly in their pc , but in my pc my cpu runs 100 % and gpu 50 % in average...

Check to make sure Shadowplay is off.  It is on by default in GFE.  Lock your FPS to your monitor refresh.  Be sure that PhysX is set to GPU in your NCP.
 
EDIT:  Just Google "bf1 cpu use at 100%?" and see many posts.  Found some of the threads I had read.  There are people reporting similar issues of 100% CPU usage all over the internet since release.  They didn't have this issue in beta.  There are some posts on Reddit with this exact issue and it seems to occur on the 1070 more than any other card and most of them have the same CPU you do.

I JUST tried GFE again so I could look at shadow play and see if anything has improved. With GFE installed, both 980TI's were at base clock nonstop and never idled. Remove GFE, both gpu's idled back to normal idle clocks.. GFE is still toxic.

Well with Battlefield 1 benchmarks you need to understand that most of them are done in single player and you get more fps there then in multiplayer. You might want to test turning off Shadowplay (AKA Share) there is a option to turn if off in GeForce Experience. I can not test multiplayer for you right now but i think i usually have 80 to 90 fps on Ultra sometimes it will hit 100fps but will not go above that.
