so i tried to overclock my 1070 SC, following this video guide: 
i pumped power limit to 112%, core voltage to +100%, made a custom fan curve. And i couldn't go further that +75/350 (core/mem), which i found kinda disappointing since i saw many reviews and users getting 100/500+
 
According to the video, you should avoid hit the power limit.
I didnt checked that when overclocking, so i monitored power and voltage limit during a Overwatch match (Max Settings, 141% Render Scale)
And got this graphs:

As you can see, there is alot of power and voltage limit hits. This overclock was stable, i had 0 artifacts, crashes, freezes or any other problem.
Then i checked Overwatch (Max,141%) and heaven benchmark with stock configuration.

To my surprise, the card hits power and voltage limits even on stock.
Later i was playing Doom (Maxed) with overclock and i noticed that doom doesnt hit power limit and when that happens the voltage and clock is always maxed (2000hz/1.081v).
That was a strange result to me, why Doom doesn't hit power limit with overclock and Overwatch does with stock clock.
Then i noticed that Doom has a low GPU usage, about 40~50%, while Overwatch has 80-90%. Consequently Doom has a lower Power usage.
I lowered Overwatch GPU usage by reducing render scale to 100%.

And it has similar results to Doom.
 
It is hitting power limit really a problem? if so, why the card hit power limit with stock clocks? Could that explain why i get a low overclock?

I believe you are hitting the power limit due to how much the boost goes past the stated boosts. For my 1070 FTW my default clock is 1607MHz and a boost to 1797MHz but it actually boosts far beyond to 2012Mhz if the temps are cool enough. This is a feature of the new Pascal turbo boost so that is probably why you are hitting the power limit. As far as the overclock, the one your stating is actually the average of most OC's for these cards and temps will determine how far your can OC which is why people slap water cool blocks on their cards. Also if you have your CPU OC'd it also raises the performance of your 1070's capability. The higher your CPU is OC'd the faster your 1070 will run so that is most likely the reason people can't achieve a high overclock because having the CPU OC'd also overclocks your video card. To the OC Pro's: If this is incorrect please kindly post what I am misunderstanding as I don't want to give inaccurate advice. I hope this helps explain things better.

Hitting any limits isn't a problem as long as your card is running at advertised clocks when using stock clocks.

May i ask if there is anything i can do to improve the power limit, like a better power supply? or it is totally dependent to the power-phases and other voltage/power circuitry of the card?

To increase the power limit you would need to run a modified vbios. Currently that isn't possible.

Hitting the 2000mhz barrier on an SC is really good. [All of these cards, 1070's and 1080's hit a barrier in the very-low 2000mhz anyways...]

My lucky evga 1070SC hits a gpu-clock of 1999mhz and i never fiddled with the OC settings once.

If my temps rise above 47-51 degrees, the card throttles the gpu-clock to 1936-1967mhz, which is fine by me.

Truly, to counteract gpu boost 3.0 from throttling, as another reader suggested, you must keeps those temps as *low* as possible.

[correct me if I'm wrong...]
Sajin may have been suggesting to get a FTW card for better control over throttling and power-limits perhaps because of the additional power-phases and additional 2nd BIOS it comes equipped with for special cases like this... [Or a flat-out custom BIOS to circumvent all of this which truly isn't available.]

Honestly, in the long run, ~100mhz in gaming 1930~-2000 is not really a big-deal man... [It would be *hard* to see that 1-3fps drop or none at all.] Sure, synthetic Benchmarks would show a score difference, but that's it.

I would just cut your losses and get a 2nd card for SLI >_> [which is kinda what I did...]

I would never ever put a 1070 in SLI, you will be running heavily into bus width limitations.
 
Consider this: a 780ti has 320GB/s bandwidth, the 1070 has 256GB/s with at least 40% more powerful GPU core. Now put two of those cores in SLI and you're still pushing all that through a measly 256GB/s bandwidth. At 1080p you will never need the horsepower, and at 1440p and up you'll not be able to use it proper due to low bandwidth. Let alone 4K... Pascal's delta compression won't be enough to mitigate that either.

Meh... This isn't my experience at all.
 
[Also, my previous build were 780ti's SC in SLI... This was a phenominal upgrade for me.]

I game at 1080p and 1440p [on special occasions] at 60fps... I don't have any of the troubles you mention at all with regard to FPS and playing games such as RoTTR and Witcher 3 at max... 

Plenty of benchmarks and user videos [including mine or youtube] where gaming is superb with 1070sc sli... No one has ever made such a mention as an issue.

Curious, have you actually ever TRIED it before and ran into *bottlenecks* that actually canned your real-game performance [fps] or are you just worried about numbers and theory?

My full-specs are in my signature... Curious what you're running if you did run into some magical bus-width limitation...
