when I see dell Dell I got to wonder  if some crazy proprietary plug  knowing them 

Dell uses Standard 6-Pin and 6-Pin+2 Just like the rest of the world.

maybe the op should ??     apparently something aint right ??   how hard can it be ?  like I said there keyed to fit on way   so maybe the dell used some cheap china nonstandard plug end ???   I don't put nothing past there proprietary ways    it dell     look at some of evgas ?   they got a round pin out  where a squared one should be . on some psu units  that don't match the female plug of the cards..  as in just put the round peg in the square hole  [lol]

The fact it's making him go into "power savings mode" is the biggest clue here. There has to be something wrong with that power supply.

I forgot to add this about the  ''standard ''   pci-e  plug as you say   also show about the  pinout not correct

that's a point but then why display on one port but not the other  ??  [form op?? ]  ''  The only display i have is through hdmi port with my tv. For some odd reason the DVI port isn't picking up any display.
 
may just come down to  that 1 in 10,000  cards that has a port issue  with in the 900 series  ??
