my psu doesn't happen to have an 8pin that fits the video card. I have to use the 8pin converter it came with. do you think that might be  the problem?

yea that's the one connected to the card 6pin but I'm using a converter makes an 8 pin because my power supply doesn't have standard 8pin by itself.

So you are then using the 6-Pin Y-Adaptor to 8-Pin to plug into your GTX 950 Card.
Do you have Both 6-Pin Power Cables plugged in on the Y-Adaptor?
Are you also saying that your Power Supply has no 6-Pin +2 Pin Cable as well?
PFC 750w the one from Pollock Industries, Inc.? http://www.electracool.com/RSP750-5.pdf
Or is it the Dell 750-Watt PFC Power Supply?

yes the power supply does have the 6-pin +2pin but, it doesn't sit properly to the video card and the other 8pin sits on the JPWR-2. The current pin i use for my video card is the extra 6-pin (which i use the converter to make it 8-pin)

CPU - AMD FX 8-Core Black Edition FX-8350

That is the Correct Power Cable and you should be using it.
What is the Make and Model of your Power Supply?

Sounds like the cable/output is faulty. Have you tried doing a clean install of the latest graphics drivers after cleaning out your old ones with ddu?

I wonder if he not putting the plug in proper?   each socket as you can see form the picture above is  keyed  only to fit  the matched female   socket on the card ??     maybe like trying to put the 6  pin side where the 2 pin should go ??     I had one guy force  one  in like that   when all he needed to do was move the plug over 2 holes ???   just never know   dang sure chewed up the plastic

this asked above would be nice  ''What is the Make and Model of your Power Supply?''    when I see dell   I got to wonder  if some crazy proprietary plug  knowing them
