Can't say I'm happy with this response. It's literally a band-aid fix. And there's no clarification as to why these cards are running hotter than both competitors and reference cards, especially when EVGA has made claims that non FTWs are not affected because they use a reference board. Doesn't add up. If I'm able to receive a cash refund for my 1070 SC, I will be doing that. Thermal pads are not a suitable solution for a $400 product.
EVGA specifically stated ACX cards are affected. Blower cards are not. I think you may be reading what someone else wrote and thinking that EVGA said something they didn't. The card tested by evga is a Non FTW card, showing that they are referring to the ACX cooler, not the board.
EVGA reps have stated on Reddit that non FTW cards are not affected because they use a reference board:

There is a lot of conflicting information that seems like willful obfuscation at this point. Then they made this statement, and showed only a test after thermal pads are applied. If you compare thermal imagining from just about any card and the EVGA 1070/1080s, it's clear that they run hotter than competitors and reference cards. Why? One image and conflicting information doesn't clear that up. It may very well be in spec, but the cooler seems to have faulty design that may very well lead to faster degradation of components or outright failure. Thermal pads are being provided ostensibly because EVGA is an "enthusiast-friendly" brand and they want to ensure optimal temperatures, but even with the pads, they're running hotter than competitors, and an enthusiast product shouldn't require these kind of jury-rigged fixes.
If EVGA wanted to be clear about it, which I doubt they will, they would need to show the heat levels of their 10X product line, without thermal pads, compared with competitors. If there's no large discrepancy, there's no issue. As it stands, it appears there's an issue and this is a band-aid fix for an inferior product line.
Without better information, I will be returning my card, and I will encourage others to stay away from this product line.
