So are people who stepped up to 1080 3.0 ACX cards eligible for the free powerlink?  If so, how can I make the request?

There is no option for me to anything on that page

My guess would be that the free Powerlink offer is intended only for those folks who originally bought into the group of cards that are included in the offer.
 
In my case, I bought a GTX 1070 FE (I am stepping up from this to a 1080 ACX 3.0), which qualifies, and used that as the product with which I applied for the free Powerlink. There's also the point that bcavnaugh shared (and Scarlet Tech alluded to as well), which backs up my supposition that Step-Up cards won't qualify due to them coming from the special promotion of the Step-Up program.
