The graphics looks the same because all they did was increase the texture resolution from 720p(if you used the HD texture DLC) to 1080p. They made shadowing slightly better as well. That's it visually.
Compared to modern games like Witcher 3 which use tons of post processing effects, Skyrim is going to look poor.
Yep, exactly that. In order for them to make Skyrim "look good" (which is what you all were expecting), it would require a whole new do-over with textures, movements, visuals, etc., basically a whole new game. Then, at that point, they might as well call it Elder Scrolls 6.
Much of which can be done with mods. Textures and some visuals anyway. It's entirely possible to make Skyrim almost photo realistic.
There is a dilemma though that Bethesda added which I find completely stupid. If you activate mods on the SE edition, then you cannot get any achievements. If you don't care about the achievements, then go ahead, turn on every mood that you can.
