basically its a sign from the almighty to say that: Dont pay 20 euros for the shipping your getting ripped off and evga are profiting for the shipping charges, they want to recover the loss of sales due to the 1080/70 heat issues.
 
EVGA need to make money some how right....

It's a weekend in USA so much of the EVGA staff are out until Monday. I am sure this will rectified as soon as they are able.

Problem seem to be resolved, as I just tried again and my payment proceeded without any issues at this time.

I can also confirm that you can now pay for the powerlink if you where having the 'not accepting euros payments' problem.

I am in the US and I tried to pay with CC and it did not work.  Tried with Paypal and it worked, although it was paid to:
EVGA Europe Cooperatief U.A. PaypalEU@evga.com
 
Was it EVGA EU that developed the powerlink ?
