I registered for one of these a while ago, and am still getting emails saying "when it's ready for shipping, we'll let you know". And don't I still have to pay for the shipping?

hmm .. I send a link to pay and tried to pay paypal, climbed error 400, payment cards, have 9.99 and it is still $ 1, who will return it to me? and why do not warn about this? what a fraud?

Maybe it would be best to call EVGA regarding this error you're having. (Which isn't terribly clear in your post). Even still, check your web connection and see what is happening on your end... Before over reacting and throwing words like "fraud" around.
