Well we did talk about this last year as well and yes we came up with MOP, I say just split the US in Half and have two teams East -v- West.
But then it would no longer be a Time Zone Challenge.

Where do we draw the line?  Also, East would have a distinct advantage based on population density.  Speaking of which, I didn't implement it last year because the contest was inherently very close but I've always wanted to do a TZC weighted by population density.  Mountain probably has the lowest population density, but has (at least historically) a lot of heavy folders that could make things very interesting.
