Did not want to start a new thread on this. I have Gears Of War 4. Framerate target off in Precision atm. The game lets you select FPS caps. 30, 60, 90, 120, 144 and Unlimited. I set mine to 144 since I am using 144Hz G-Sync monitor. BUT. I am getting tearing. I enabled the built in FPS counter with in the game. Its set the framerate to 143.99. I think that is the issue and why the tearing occurs? Its to close to being exactly @144? Because when the frames are under that. I get no kind of tearing at all. So I believe its working correctly. But as I said. I think the game itself set it to close @143.99 yes and why I am getting it? 


Yes, that is the problem. Even though you have a GSYNC monitor, tearing can still happen if you go well beyond the monitor's refresh rate, but in the case of Gears of War 4, it sounds like it just needs a patch. Graphics maxed, right? Honestly, just use Precision X, and lock the FPS CAP to 135. The game will still run approx. at 140, and you and I both know you are not going to tell the difference between 142 and 144.
 
Don't ask, but Precision X always has the FPS counter up by 2-3 points higher in the game app than what Precision X's FPS rating is set at.

I've seen on mine it has to be running 1 frame below the refresh rate to prevent tearing, for example 143 on a 144hz monitor, or 59 on a 60hz monitor. Be sure to verify it with OSD in precision x because when I set mine to 59 it ran at 60 which would tear so I had to set it at 58 which ran at 59 and alas no tearing.

Yes all Ultra settings. I kinda figured it might need a patch to fix it. Just made no sense why it would tear other wise set to 144 FPS inside the actual game. They probably have to fix it like what Precision does. Even though you set it to 144. It sets it to 135. I can move it down locked to 120 FPS with in the game and it works fine. BUT. I want my extra frames @144. So Precision is taking care of that @135 until they fix it. All of this work into PC version yet some how. They mess this up with 144Hz G-Sync monitors. Ugh. I did not run into this issue during the campaign. I did not use FPS target in Precision and set the game to 144 FPS in game setting. It never reached that FPS. But MP is a different story. I hit 144 fps all the time.

I found the following answer from a dev over @TC in their own forums.
 
I tried again today and can't reproduce the issues you are seeing. G-sync should have absolutely no effect on performance like that and should only act as a way to make sure your monitor refresh rate is matching your framerate. 
 
Just to make sure  
 
 
Hardware: 
- GPU plugged into a monitor via a DisplayPort 1.2 cable 
- Monitor set for DisplayPort 1.2 (Some monitors have options to switch between 1.1 and 1.2) 
 
Nvidia control panel has 
- G-sync enabled in the control panel 
- G-sync set to for both Windowed and Full screen mode 
 
In Game 
- V-sync Enabled (V-sync needs to be enabled for G-sync to work) 
 
With all these options I have G-sync working on a GTX 1070 and GTX 1080 using the latest drivers (373.06) n both a 4k 60hz G-sync and a 144hz 1080 G-sync. The picture is noticeably smoother when slowly panning with the camera in comparison to without it
 
Just as you said. V-Sync on. But......? Thought V-Sync is always suppose to be off. Then use FPS cap with 3rd party software/Nvidia inspector. Then I read Nvidia made it to be G-Sync+V-Sync (with in game) should always be on together. I noticed V-Sync is not the default setting of on in the control panel now. They went back to use 3D app.
