Guys, pardon my ignorance-- Is there a trusted vid on youtube of the proper *sound* of  really bothersome *coil-whining* on GPU's?...

It's often a difficult sound to pick up with a microphone, thus difficult to record and reproduce.
 
My GTX1070 FTW is a bit noisy.
Not real happy with the noise, but unless better quality properly potted inductors are used then it's here to stay.
The first manufacturer to do this will likely win a few customers as it is a sign of better engineering and higher quality.

Usually the noise is more pronounced at a high FPS. Try running a benchmark or game at a very high FPS and you might hear a high pitch sound.

I have a 1070 SC and my card does not produce any coil whine until I boost the GPU core to +120 or more. Which isn't a problem for me as I keep it a relatively mild +80/+200

I get coil whine when I use the automatic fan control with a custom curve, but then again, there are times I don't get any coil whine, at this moment in time, Im not hearing any coil whine. So a bit odd, as it can come and go.

Well there hasn't been many coil whine issues with the reference version F|E type cards, so I think you answered your own question.

I just finished burning in my 1070 FTW (>10 hours) and it still has noticeable coil whine when at high FPS. I'm using a corsair 450SFX which got great reviews in regard to its ripple so I am really leaning away to it being a PSU issue. What is the process of RMA-ing the card?

My 1080 SC has the worst coil whine I've ever encountered on an Nvidia GPU to date. I wonder if EVGA cheaped out on some of the components or something. It was so bad, I gave it to my best friend as a semi- free upgrade. He didn't care about the coil whine and I took his 980 Ti Hybrid. Win/Win.. now to sell this Hybrid...

The SC and ACX base model are the same PCB right? The FTW is different for sure.
 
My 1080 ACX 3.0 doesn't have coil whine - my Gigabyte 980 Ti did though.

Have you tried the card in a different PC that has a fairly powerful GPU/PSU that doesn't coil whine? That's a good way to check and see if it is your card.

Because it locks FPS to 60, allowing the GPU to not work as hard/draw more power. Coil whine is caused when the power components (primarily the VRMs) vibrate really fast.
